Pantech Industrial Complex: Thermography as an effective Pre-Con Tool
 

Introduction
Pantech Industrial Complex had recently called for a tender to provide repair and redecoration work to its facade. The project manager and the management council had called an earlier tender but the return tender results had a wide price swing between the different tenderers and deemed void.

Main Challenge
The façade had shown mapping crack on some of its surfaces and the successful contractor was suppose to repair these cracks and hollow surfaces prior to repainting. Here lies the catch… The bidding contractors were supposed to estimate the defective façade areas to be repaired prior to repainting. As the contractors could only visually inspect the wall from the ground, it was obvious that the difficulty was in estimating the defective areas.
   
 

Provision of Pre-condition Survey prior to retender…
In the second tender, an earlier pre-condition survey using Thermography was carried out. The results of the Thermography survey were made known to the tenderers. This time round, with a more graphic representation of the defects in the respective Blocks in the form of thermal anomalies, the contractors’ bids were closer and accepted by the management council.

Outcome
We had spoken to the successful contractor during the second tender on their strategy on this tender. Beside putting up a competitive package, the contractor was able to make better informed decision based on the provided thermography survey report.

The paying customer was assured that the tender bid was a competitive and sustainable offer that could deliver the results spelt out in the technical specification.
